OCCAR 10 Years Event

On the 1st June 2011, OCCAR (Organisation Conjointe de Coopération en matière d’ARmement) has celebrated the 10th anniversary of the organisation’s legal status by means of a conference named the “OCCAR 10 Year Event”. This event took place in the World Conference Centre in Bonn, the city where OCCAR’s Headquarters are located as defined in the OCCAR Convention. The event was organised together with the German MoD, as Germany holds the Board of Supervisors’ (BoS) Chairmanship for 2011. The BoS is the highest decision making body within the OCCAR organisation.
On the 28th January 2001, OCCAR obtained legal status when the parliaments of the four founding Nations (France, Germany, Italy and the United Kingdom) ratified the OCCAR Convention which had been signed by the Ministers of Defence of these Nations at Farnborough on the 9th September 1998. Belgium and Spain later joined the organisation as Member Nations respectively in 2003 and 2005.
After 10 years, a round-up was made of the successful development of the organisation during the early years together with an overview of the achievements of the matured organisation that OCCAR is today. In the presence of Mr. Schmidt, German State Secretary for Defence, Mrs. Arnould, newly appointed Chief Executive of the European Defence Agency and Mr Nimptsch, the Lord Mayor of Bonn and many other representatives from the Nations, the Defence Industry and OCCAR-EA itself, the new opportunities and challenges that arise at the horizon were discussed in order to suggest possible new development strands for the organisation.
One of the important strands is Through Life Management (TLM), a concept that is in full development within the organisation and which will contribute to a high extent to the continued recognition of OCCAR as a centre of excellence in collaborative defence programme management. The TLM approach will allow OCCAR to fully execute its mission of programme management through the life time of its dedicated programmes and to the satisfaction of its customers, the 6 Member Nations and the 6 other Programme Participating Nations.
In the framework of the European Defence capability development process, the benefits of the existing natural partnership between the EDA and OCCAR were also emphasized by the CE of EDA. This partnership between EDA and OCCAR ensures that the strengths of both organisations are combined to ensure a more efficient and effective management of European Defence capabilities through their life cycles.
