6. Limitations on the number of candidates who will be invited to participate in the dialogue

The following objective criteria shall be used to evaluate and sift the candidates meeting the Conditions for Participation in order to limit the number of candidates invited to participate in the dialogue:
Legal economic and financial standing20%
Ability to manage the programme as lead system integrator with defence experience40%
Domain expertise and track record in the key technologies40%
These objective criteria are detailed below.

6.1. Legal, economic and financial standing

Company Organisation and Accounts

Responses need to pay particular regard to:

  • Company description (Structure, organisation, number of sites and employees)
  • Company accounts (Latest annual Financial Statement, standard legal information).

Industrial Capability

Responses need to pay particular regard to:

  • Industrial capacity (inc. resource availability) to undertake the work within the timescales specified;
  • Design and production/ manufacturing facilities.

6.2. Ability to manage the programme

Ability to operate as the lead system integrator
Responses need to detail significant previous relevant projects of the last 5 years, including their individual turnover, paying particular regard to:

  • Overall system integrator experience (including programme, engineering, risk and safety management);
  • Design authority experience;
  • Previous experience of maritime/ naval systems integration;
  • Experience of safe handling of national sensitive information;
  • Experience of overall system performance evaluation;
  • Experience of effective supply chain management.


Relevant defence experienceResponses need to detail experience and indicate significant previous projects of the last 5 years, including their individual turnover, paying particular regard to:

  • Delivery of Naval defence programmes of similar size and complexity;
  • Defence market experience (domestic and export track record);
  • National and/ or Industrial Collaborative defence procurement.

6.3. Domain expertise and track record in delivering the key technologies

Skills and capabilities in key technological domains
Responses need to pay particular regard to the following 5 key domains:

  • All elements of the Mine Warfare Process from Detection to Neutralisation ;
  • Mine hunting with sonar;
  • MCM Command and Control (C2);
  • Unmanned surface and underwater vehicles and robotics.
